Offices outside the EU, known as delegations, are managed by the European External Action Service. They help promote EU interests and policies as well as undertake a variety of outreach programs.

The U.S. Embassy in Tallinn conducts diplomatic relations with the Republic of Estonia and coordinates the activities of all U.S. Government personnel serving in Estonia. Bilateral cooperation includes political, economic, commercial, defense and security, educational, and agricultural activities. The Embassy also provides consular services, including visas for visitors to the United States and passports for United States citizens in Estonia.
