AmCham Healthcare Committee Releases Its Policy Paper

Strengthening Estonia’s Economy Through Strategic Healthcare Investment

Estonia’s healthcare system is under pressure – underfunded, overburdened, and in urgent need of reform.

AmCham’s Healthcare Committee is proud to present its latest Policy Paper STRENGTHENING ESTONIA’S ECONOMY THROUGH STRATEGIC HEALTHCARE INVESTMENT

💡 The key message: Every euro invested in healthcare yields multiple returns to society – in tax revenue, productivity, and healthier lives.

📉 Did you know?

  • Estonia spends just 7% of GDP on healthcare (EU avg: 10.4%)
  • 32% of working-age life years are lost to illness or premature death
  • Only 19% of EU-approved innovative medicines are available here
  • Estonia is losing at least 1 billion euros in tax revenue every year

🛠️ The policy paper proposes:

  • Outcome-based healthcare financing
  • Better integration of public & private healthcare
  • Investment in life sciences & innovation
  • Targeted tax reforms to support the system

📢 We’re calling for a comprehensive national strategy and a deeper economic analysis of the benefits of healthcare investment.
