NOV 13: AmCham Dialogue with the Ministry of Justice and Digital Affairs

The AmCham Estonia Digital Society Committee’s recent online meeting offered a timely and insightful look into the evolving landscape of Estonia’s digital governance. Bringing together members of the committee, other members  of the chamber and CIO and CTO of the Estonian Government, the meeting was a great platform to exchange topics, plans and ideas.

Daria Sivovol, CEO of AmCham Estonia, opened the session by welcoming participants and setting the stage for a focused and interactive discussion with representatives from the Ministry of Justice and Digital Affairs. The meeting formed part of the ongoing AmCham Dialogue program and featured two key speakers—Lauri Luht and Tõnu Grünberg, both Deputy Secretary Generals responsible for Digital Infrastructure and Cybersecurity. Participants were encouraged to keep cameras on to promote a more engaging and collaborative environment.

Christa Torm from AWS, Chair of the Digital Society Committee, provided context by outlining the committee’s mission to strengthen transatlantic cooperation in digital policy and innovation. She also highlighted major EU initiatives currently shaping the digital landscape, such as the EU AI Act and the Cloud and AI Development Act—both of which hold significant implications for Estonia’s regulatory approach and public-private innovation.

The core of the discussion centered on Estonia’s digital infrastructure and governance priorities. Tõnu and Lauri shared an in-depth look at the Ministry’s strategic focus areas, including the pursuit of a more centralized IT governance model, enhancements to national service architecture, and a more robust framework for AI and data governance. They emphasized that Estonia’s economic climate requires smarter and more efficient IT management, making the consolidation of government IT service providers a top priority. This consolidation, they noted, aims to increase resilience, reduce redundancies, and strengthen the security and reliability of national digital services.

Another key theme was Estonia’s position on the global digital stage. The speakers discussed the country’s leadership in digital government, its approach to developing next-generation data centers, and its active participation in international digital initiatives. Public-private collaboration emerged as a crucial driver in these efforts, especially in the development and deployment of AI solutions.

The meeting concluded with a Q&A session, providing participants an opportunity to deepen the dialogue around strategic challenges and future opportunities for Estonia’s digital ecosystem.

Overall, the event successfully blended policy insight with forward-looking strategy, reaffirming AmCham Estonia’s role as a platform for meaningful dialogue between government and industry. It also highlighted the shared commitment of public and private stakeholders to ensuring that Estonia remains at the forefront of digital innovation, resilience, and responsible technological advancement.
