Digital Society Committee submits CADA position paper to Estonia’s Ministry of Justice and Digital Affairs

Tallinn, August 28, 2026 — The AmCham Estonia Digital Society Committee has submitted its CADA Feedback Submission Position Paper to the Estonian Ministry of Justice and Digital Affairs, calling for an approach to the proposed Cloud and AI Development Act (CADA) that strengthens Europe’s digital capabilities while supporting innovation, investment and competitiveness.

The position paper provides the Committee’s views and recommendations on the proposed EU framework, with particular focus on its potential impact on cloud and AI infrastructure, European competitiveness, digital sovereignty, and the ability of technology providers and public-sector organisations to develop and deploy secure, scalable infrastructure.

As Estonia develops its position on CADA and contributes to the ongoing discussions at EU level, AmCham Estonia believes that the practical perspectives of businesses operating in Europe’s digital economy should be an important part of the policy debate.

The Committee also emphasised the particular relevance of these issues for Estonia. As one of Europe’s most advanced digital societies, Estonia has extensive experience in digital government, cloud technologies and the deployment of innovative digital services. The country’s perspective can therefore make a valuable contribution to shaping a practical and forward-looking European approach to cloud and AI.

The submission seeks to contribute constructively to Estonia’s national assessment of CADA and to the broader European policy discussion.
